Do I need engineers to use Build?

Where does the code run?
Inside your HIPAA-compliant environment. Build is not a generic low-code tool with a HIPAA sticker on it — it runs on the same infrastructure as Cara's health-system and pharma engagements, with PHI segregation, audit trails, SOC 2 Type II controls, and BAA by default.
Do I own the code?
Yes. The code is yours. There is no mandatory monthly fee to keep the lights on after launch. You can take the codebase out of Cara entirely if you ever choose to.
